The forecast does have gas prices hitting their peak in the spring during the change over to the "summer blend" at refineries. During that time, prices may hit $4/gallon, but most of the year is looking to be below the $4 level.
Of course, all this can change with unforeseen global conflicts and changes, bad weather in the Gulf of Mexico, or refinery issues.
The forecast also includes diesel prices which will tend to remain higher than regular unleaded prices.
